You should inform Chinese Government

that His Majesty's Government have

carefully considered their representations

but regret that in the interests of the

defence of Hong Kong it has not been found

possible to postpone further the enforcement

of the measure (which was published on th

November and passed the Legislative Council

on 29th November) and that it came into

force on 15th January.

Instructions,

however, have been given that the

regulations will be administered as

sympathetically and leniently as possible.
